Born in Shizuoka Prefecture in 1936, Okutsu is an oil painter who has long painted the endangered African elephant as the main theme. Recently she has begun to paint Mt. Fuji, which is located in her home town and her pieces are always filled with the desire to raise awareness of environmental problems.
