A doll maker, Fukunaga was born in Kanagawa Prefecture in 1938. With a desire to promote traditional Japanese culture, she enrolled herself at the Ningyo Bijutsu Kyokai (Doll Art Association) school. After graduation, she continued her passion by studying historical research and ways of dressing, etc. at the Kimonogakuin (Kimono Academy) before taking up doll making. She derives her inspiration from the Kabuki theater as well as from flowers and plants.
